• All system parachains: add the cumulus_pallet_parachain_system::Config::SchedulingSignatureVerifier associated type (set to ()) and implement RelayParentOffsetApi v2 (max_claim_queue_offset); preparation for candidate-descriptor v3, with V3 scheduling left disabled (#1223, integrates paritytech/polkadot-sdk#10742).

• All system parachains: run the cumulus_pallet_xcmp_queue storage migration to v7 (outbound channel status now stores the queued byte size, avoiding per-page checks) (#1223, integrates paritytech/polkadot-sdk#12176).
• People Polkadot: raise the block weight limit to the async_backing constants (2s of ref time, 85% normal dispatch ratio) from parachains_common's pre-async-backing pair (0.5s, 75%). This chain already authors a block every 2s under elastic_scaling consensus. It is now closer to Asset Hub Polkadot config.

Fixed

• Asset Hub Polkadot & Kusama: fix pallet-remote-proxy dropping the newest relay storage root when multiple parachain blocks share one relay parent. on_validation_data now skips storing duplicate relay blocks, which used to fill the bounded BlockToRoot vector with copies too young to prune and silently drop the newest root, so remote-proxy proofs anchored at recent relay blocks no longer fail with UnknownProofAnchorBlock (#1230).
• Polkadot & Kusama system parachains that pass aliasers to their XCM barrier: stop passing the storage-reading pallet_xcm::AuthorizedAliasers filter to AllowExplicitUnpaidExecutionFrom. TrustedAliasers is now split into a computation-only CheapTrustedAliasers (used by the barrier) and (CheapTrustedAliasers, AuthorizedAliasers<Runtime>) (still xcm_executor::Config::Aliasers); aliases that only AuthorizedAliasers permits must now buy execution via the paid barrier instead of using UnpaidExecution (#1237).
• Relay chains and most system parachains: fix pallet-xcm-benchmarks worst-case setups (Transact batching, alias_origin, multi-asset deposits) that were underpricing XCM weights.

Removed

• All runtimes: remove pallet_xcm::migration::MigrateToLatestXcmVersion, which ran on every runtime upgrade as the Permanent migration. Stored XCM data is already at the current XCM_VERSION, so re-running it on each upgrade is pure overhead. The now-empty Permanent alias is gone and SingleBlockMigrations is just Unreleased; a future XCM_VERSION bump must add this migration to that release's Unreleased list (#1244).
