• Collectives Polkadot: extend the Fellowship referenda SubmitOrigin with a governance-managed allow-list (AllowedProposers dynamic parameter, empty by default) so approved non-member accounts (e.g. the RFC or tip bot) can open Fellowship referenda (#629, #1188).
• Asset Hub Polkadot & Kusama: add the curator-gated increase_value extrinsic to pallet-multi-asset-bounties, letting a bounty's curator raise its recorded value to recognise funds transferred to the bounty account out-of-band (#1226, integrates paritytech/polkadot-sdk#12409).

Changed

• Asset Hub Polkadot & Kusama: bump pallet-multi-asset-bounties to 0.7.0 and the parachains-common / assets-common dependency cluster to the matching snapshot (staying on frame-support 47); no storage migration required (#1226).
• Polkadot & Kusama relay: Disable the session.set_keys and session.purge_keys extrinsics via PostAhmFilter. Post-AHM session keys are managed on Asset Hub and forwarded to the relay through ah_client::set_keys_from_ah, so the direct relay path is no longer needed; disabling it closes the free-registration storage-spam vector (the relay pallet_session::KeyDeposit stays ()) (#1200).

• Bump pallet-xcm and pallet-xcm-precompiles to latest version (#1227)
