Linter v1.34.0-rc-2

The changes here are some long overdue changes for some features as well as a decent bit of bug fixes. Users using empty lines around should see a slight change in behavior that allows for each of the empty lines around rules to consistently decide what level to use when dealing with blockquotes. There were also improvements to how no bare URLs functions which allows it to work more reliably on URLs and catch more types of URLs. However some cases either are not handled by Github's autolink rules or they are not actually URLs, so please check any potential URLs not being matched against what Github considers an auto-linked URL.
