Testnet 66 is a hotfix release, one day after the Testnet 65, to resolve a bug that prevented validators from entering the active set. Fixing this bug constitutes a consensus-breaking change, so we've bumped the minor version accordingly. All nodes, validators, and clients that interacted with the Testnet 65 network must reset and rejoin on Testnet 66.
