Pearl Desktop Wallet v3.0.0

This release bundles the Pearl v1.5.0 security fixes and updates sending so a payment that may already be on the network is kept and retried, instead of sent again.

What's new

• Sending: After a payment is created, the wallet shows it as pending, with its transaction ID, and points to Activity → Rebroadcast. Creating another payment can pay the recipient twice. A fresh retry is offered only when the send was rejected before signing because the wallet was offline.
• Bundled node and wallet: pearld, oyster, and prlctl include the v1.5.0 security fixes. SPV also checks peers against known filter headers, and the node ships the mainnet checkpoint at height 120000.
