Quick Entry hotkey survives a restart on KDE Plasma 6.7.4+ (#281)

• The Ctrl+Alt+Space hotkey keeps working after the app restarts on Plasma 6.7.4 and later. The first
  launch asked for the shortcut and it worked; every later launch left it dead while System Settings still
  listed it. The bundled Electron (Chromium 152) only binds a portal shortcut it does not find stored, and
  xdg-desktop-portal-kde 6.7.4 stopped arming stored shortcuts until the app binds them again (KDE bug
  523063; Chromium fixed its side on main on 2026-10-15, CL 8527334, in no shipped Electron). A new patch
  opens a second GlobalShortcuts portal session from the main process on every launch and re-binds the
  stored shortcut, which Plasma accepts without a dialog; Plasma then delivers the hotkey to the app's own
  session as on a first launch. Active only on KDE Wayland with KWin 6.4+; CDB_KDE_GS_REBIND=0 turns it
  off. Measured on Plasma 6.7.5 (Bazzite 44 live) and 6.7.2 (Fedora 43, unaffected).
