This is a hotfix release for payload builders/validators on Hoodi/Sepolia after the Fusaka hardfork.
Summary
Important
Upgrading to this release is mandatory for payload builders/validators running on Sepolia/Hoodi.
Fixes blob fee calculation during payload building that could produce incorrect excess blob gas for the next block.
