2.1.55

This release brings official support for Python 3.10 as well as fixing
https://pex.readthedocs.io doc generation and fixing help for
pex-tools / PEX_TOOLS=1 ./my.pex pex tools invocations that have
too few arguments.

  • Add official support for Python 3.10 (#1512)
  • Always register global options. (#1511)
  • Fix RTD generation by pinning docutils low. (#1509)
