3128149 Add cygni upgrade handler (#616)

• Mint all the remaining tokens to fulfill total initial supply (100m)
• Change deposit param (minDeposit) to 1AKT (to test gov params update using on-chain upgrade)
• Reset supermini self-bonded stake to match with all other validators (10AKT) thus removing the centralized VP
