Add support for nanosecond time resolution. Creation, modification, … times of files can now be specified with nanosecond time resolution. This addresses #346.

Improve compatibility with Finder. Do not block open(2) calls from syspolicyd (which is running as root) even if allow_root and allow_other are not set.
