NuGet: OpenTelemetry.Sampler.AWS v0.1.0-alpha.18

• Fixed the attributes of a sampling rule being matched incorrectly when a span
  has more than one tag with the same key.
  (#5824)

• The sampling endpoint client no longer follows HTTP redirects or retains
  cookies. A redirect response is now treated as a failed poll, so deployments
  that rely on a redirect in front of the sampling endpoint must configure the
  final URL via SetEndpoint.
