• Fixed the Azure VM resource detector's two second timeout not applying to
  reading the body of the response from the Azure Instance Metadata Service.

• A failure of the Azure VM resource detector is now only remembered for one
  minute instead of for the lifetime of the process, so that a transient
  failure no longer prevents providers built later from detecting the Azure VM
  resource attributes.
