NuGet: OpenTelemetry.Instrumentation.Http v1.20.0

• Fixed an issue where the HttpClient instrumentation injected context on
.NET 8.0+ for a suppressed request that no listener sampled. The
SuppressDownstreamInstrumentation options of the gRPC client and WCF
  instrumentations benefit from this fix.
  (#5509)

• Updated OpenTelemetry core component version(s) to 1.20.0.
  (#5541)

See CHANGELOG for details.
