NuGet: OpenTelemetry.Extensions.AWS v1.20.3

• Fixed AddXRayTraceId() and AddXRayTraceIdWithSampler() not replacing
  trace IDs when targeting .NET Framework or .NET Standard. The X-Ray ID
  generator now uses Activity.TraceIdGenerator on all target frameworks.
  As a result, AWSXRayIdGenerator.ReplaceTraceId() is now public on all
  target frameworks, and AddXRayTraceIdWithSampler() and
  AWSXRayIdGenerator.ReplaceTraceId(Sampler) are now obsolete on all
  target frameworks.

• No longer throw and catch an exception in AWSXRayPropagator for an
  X-Amzn-Trace-Id header with upper case or padded hexadecimal identifiers,
  or with a trace or parent identifier of all zeros.

• Fixed AWSXRayPropagator using the value of a field of the X-Amzn-Trace-Id
  header whose name only starts with Root, Parent or Sampled.
