NuGet: OpenTelemetry.Extensions v1.20.1-beta.2

• Breaking Change BaggageActivityProcessor now adds baggage as tags when
  the activity ends instead of when it starts, and no longer replaces tags
  which are already present on the activity. Baggage tags are therefore not
  present while the activity is running. To have them exported, call
  AddBaggageActivityProcessor before adding the exporter.
