• AutoFlushActivityProcessor now logs a warning when
  TracerProvider.ForceFlush does not complete within
  its configured timeout.

• Fixed the log record processor added by AddBaggageProcessor() adding
  baggage entries ahead of, and with the same keys as, the attributes of the
  log record. Baggage can be set by callers, so an entry with the same key as
  an attribute of the log record could shadow the application's value. The
  log record's own attributes now come first and baggage entries whose keys
  are already present are skipped.

• Added W3CTraceState, an immutable parsed view of a W3C tracestate header
  exposing the get, add, update and delete operations the OpenTelemetry
  tracing API
  specification defines, and preserving the valid members it did not generate.
