Fixes

  1. Tag namespaces, tag definitions, and tag defaults now reference the published Governance v0.2.0 tag. Orchestrator v2.4.0 referenced the deleted refactor/composable-tags branch, causing terraform init to fail even when tags were not configured. Inputs, outputs, and resource addresses are unchanged; the existing tag-default state move is retained.
  2. Corrected the module versions listed in SPEC.md to match the existing Networking v0.9.1 and Observability v0.3.0 sources.
