Offline Microsoft OneNote imports from .one and .onepkg files, without requiring a Microsoft account or internet connection. Imports support section selection, formatting, lists, tables, tasks, tags, highlights, equations, images, attachments, ink drawings, and internal links (#422, #580, PR #622).
Import method selection for OneNote and Notion, separates account-based and local-file imports.
Added automatic text-encoding detection from byte-order marks and declared XML or HTML charsets, including encodings such as GBK (#344).
