v11.9.3 — Stop Octopus hooks from opening Git Bash windows under Codex on native Windows

Fixed

• On native Windows, Codex no longer opens a Git Bash window for every Octopus
  hook call. Codex runs hook commands through cmd.exe, which passed each bare
  .sh path to the Windows file association, so windows accumulated until
  Codex had to be closed (#1104). Every hook now declares a commandWindows
  override that exits without starting a shell. Codex uses it on Windows;
  Claude Code ignores the key and keeps its existing hook behavior. Native
  Windows remains unsupported; run Octopus inside WSL. Linux, macOS and WSL are
  unaffected.
