Fixed

• Council now dispatches Claude seats when Claude Code is the host, or when a
  council started from a terminal is taken for one because of the install path.
  Before, every Claude seat was marked host-native and wrote a placeholder, so a
  default claude,codex,agy council had two voters and a single REVISE broke
  quorum before cross-critique (#1103). Codex-within-Codex and Windows/Git Bash
  keep the recursion guard, and extra seats now go to a provider that can
  respond before a host-native one.
• Running orchestrate.sh or a provider check from a development checkout no
  longer repoints the machine-wide ~/.claude-octopus/plugin link, which made
  every other live session run that checkout's unreleased code. A working
  link now moves only to a root the host supplied (CLAUDE_PLUGIN_ROOT) or to
  an installed copy of the same or a newer version. A checkout still repairs a
  missing or broken link, and an older installed copy no longer moves the link
  backwards.
