• Premium /octo:auto routes now run one bounded cross-provider peer check
  after an eligible single-owner result. Budget and Standard routes keep their
  existing single-owner path, and workflows that already use councils, debates,
  crossfire, parallel work, or full review are not double-reviewed. Use
  OCTOPUS_PREMIUM_PEER_CHECK=off to disable the automatic addition.
