• Vibe setup and readiness now recognize a key stored by vibe --setup in
  the OS keyring when Vibe is explicitly selected for a provider check. The
  local presence check is silent, read-only and bounded, and receives a
  minimal environment. Automatic discovery defers keyring inspection.
  Standard Python user-site installations work without enabling user-site
  loader hooks. Import and probe failures, including successful package exits,
  cannot report a key as present. It does not launch Vibe or make a model
  request. Addresses #1191; automatic scans still defer keyring inspection.
  Explicit single-provider probes carry the Vibe selection into preflight,
  without treating a general cached pass as proof that Vibe is ready.
  Successful selected checks preserve general readiness cache entries, avoiding
  repeated discovery in other provider workflows.

• Council quote verification recognizes valid octopus-policy-findings JSON
  without marking the seat fabricated. Entity-encoded quotes remain intact,
  and runtime policy extraction accepts the same indented, backtick and tilde
  fences as analysis. Invalid blocks and invented quotes outside a findings
  block still undergo quote verification.
  Overflowing JSON numbers are rejected by every findings reader, and failed
  policy extraction or verification defers implementation instead of dropping
  blocking findings.

• Define, develop, deliver and ship now validate the report names the engine
  writes, within the current session and after the current invocation starts.
  A failed command, stale report or missing completion status cannot pass the
  skill's result gate. Reports from other invocations are identified before
  their bodies are loaded, so unrelated large output cannot exhaust the
  validator's memory. Execution and validation use the installation that loaded
  the skill, even when the stable link still points at an older copy. Truncated
  UTF-8 in task or provider text preserves the launcher's completion checks.
  Feature development checks every owned wave before returning the final
  wave report. Descriptor-based reads reject symlink replacements and special
  files without blocking the validator. Fixes #1170.
