Fixes
- Council waits discover completed runs in session pools and follow keyed pointers safely. Runs with indistinguishable newest creation times fail closed with an actionable --run-dir diagnostic. Callers receive the exact run directory for direct waiting.
- Mixed ASCII and non-ASCII prompts receive a combined token estimate. Unicode admission now works independently of the shell locale, and a failed byte count retains the conservative estimate.
