- Council warns before dispatch when a task names a supported artifact path and
no--context-filewas supplied. Pass the file with--context-file <path>
so every seat receives the same contents without relying on file tools. Set
OCTOPUS_COUNCIL_REQUIRE_CONTEXT=1to reject these runs with exit code 2.
Bare filenames and prose without a supported path do not trigger the guard.
The path-text check does not inspect file-tool access or copied-workspace
visibility. It can warn or reject a tracked-file review that a CLI seat could
perform. Supplying any context file suppresses it; the guard does not verify
that every referenced file was supplied.

OCTOPUS_COUNCIL_CONTENT_MATCH_PROXIMITY_CHARS=N. A positive integer requires
source-matching quotes to appear withinNcharacters of a filename whose
basename the bounded scan reached. Unset or0retains quote-only matching.
Filename proximity is an additional evidence signal, not proof that a seat

- Package archives include the public documentation, including the council
evidence guide, so installed copies can read the release guidance locally. - Council source checks exclude injected agent-instruction files, including
CLAUDE.md,AGENTS.md, their-OCTO.mdvariants,GEMINI.md, and Cursor
and Copilot instruction basenames, including nested and mixed-case names.
Echoing those instructions no longer counts as source evidence. (#1177) - Optional quote proximity preserves valid evidence when a duplicate quote
matches before the named source file. Repeated quotes and filename mentions
stay within the existing response and scan budgets without a quadratic
comparison. Project-local Python modules cannot execute during source checks.
