Turning on subagent mid-session no longer throws away the prompt cache, so the next message no longer resends the whole conversation.

Turning on subagent no longer throws away the prompt cache. The catalog of advertised agents is now sent as its own advertised_subagents prompt section, which Pi adds at the end of the conversation. Before, pi-subagents rewrote the whole system prompt, so the first message after subagents_enable resent the entire conversation to the cache. Fixes #2518. Thanks to @javapacr for #2519.
Stopping a background run while it was shutting down could report "Stop requested" even though the runner never read the stop, so an interrupted run finished as paused instead of stopped. The stop now fails with a message to retry once the runner has exited, and that retry stops a paused run.
