Initial pre-release

To test

• Prepare a Nextcloud 21 instance with redis setup
• Download and install the notify_push app
• Run occ notify_push:setup and follow the instructions
• Download the test_client from github actions
• Run it with test_client https://cloud.example.com username password
• While the test client is running, upload a new file to your account
• You should see a message in the test client that a file has been updated
