Two fixes.

Fixed

• The web reader says when a book's highlights and notes fail to load, and offers Try again. The Highlights and notes panel used to show "No highlights yet" as if the book had none. Reading the book keeps working either way. (#2780)
• Kobo sync with Proxy unknown requests to Kobo Store turned on handles a store refusal. The profile, subscriptions, deals and next-read calls now go to the Kobo store from the server instead of by redirect. If the store refuses one just before a sync, the Kobo gets the same empty answer it gets with the setting off, and the log shows a Kobo Store refused line with what the store answered. @Duckbilled confirmed on the :dev build that the sync now finishes with the setting on. Thanks to @Duckbilled and @IceSentry for the logs that narrowed this down. (#2797, #2807)
