Fixes the server announcement banner on mobile + dark theme (fork #225 regression, #288 mobile pass 1)
v4.0.118 shipped the server-wide announcement banner, but it was invisible-then-broken on the dark theme (the default): the dark theme rewrites every Bootstrap .alert element into a fixed-position auto-hiding toast at the bottom of the viewport. On iPhone SE size the banner shrank to 24 pixels wide.
This release switches the banner to its own dedicated class so theme stylesheets don't touch it, and places it inside the main content container instead of competing with the navbar for the same screen position. Banner now renders cleanly at iPhone SE (375 px), iPhone 14 Pro (393 px), and desktop widths on both themes.
If you set an announcement in v4.0.118 and didn't see it on the default theme — upgrade and it'll work now.
