Pay attention:
- This is a hotfix version based on v3.8.1
- This version doesn't need to resync full data if you could upgrade before the fork height.
- We don't force v3.8.1 user upgrading CLI to v3.8.2 since only git workflow is changed. But it solves some OS compatibility issues of dependencies in release packages.
