Protocol Changes

• Repeated universal state init on an already initialized account now refunds the whole deposit. Previously the deposit also topped up storage staking. (#16486)
• UniversalStateInit is accepted only in its canonical borsh encoding, so each state init has exactly one valid encoding and one account id. Enables the check behind the status of the universal_state_init_to_account_id host function and comes with fees that price the decode and canonical check. (#16550)

Non-protocol Changes

• ReceiptPromiseInputSizeLimit is enabled at protocol version 87 and effectively disabled at protocol version 88 (limit set to max value). (#16561)
• Cold store loop stays alive on RocksDB 10 under stall limits, TTL, and compaction I/O. (#16502)

Protocol upgrade voting

This release upgrades the protocol version from 87 to 88.
