• Eth-Implicit Accounts NEP-0518
• Host Functions for BLS12-381 Curve Operations NEP-0488

Non-protocol changes

#11711 enforces the SHA-NI extensions. Without this, nodes are more likely to fall out of sync.
Make sure that the CPU has support for SHA-NI : lscpu | grep sha.
