Telert v0.2.9 - Docker build fix, CLI non-TTY fix

Fixed

• Docker build: python3-distutils no longer exists in the python:3.13-slim (Debian trixie) base image; dropped it and the redundant python3-setuptools/python3-wheel apt packages (already installed via pip).
• Pinned playsound==1.2.2 to avoid the broken 1.3.0 sdist build (OSError: could not get source code) under pip build isolation.
• CLI no longer breaks on non-TTY stdin invocations (e.g. docker run --rm <image> <command> without -it, or most CI runners): recognized subcommands (config, status, hook, hook-filter, hook-check-filter, send, run, help, init, monitor) and --help/-h now always go through normal argument parsing instead of being swallowed by pipeline (filter) mode.
• Fixed SyntaxWarning: invalid escape sequence '\(' on import (telert/messaging.py).

Chores

• Bumped Docker base image from python:3.13-slim to python:3.14-slim.
• Bumped CI dependencies: actions/checkout v4→v6, actions/setup-python v5→v6, actions/setup-node v4→v6, actions/upload-artifact v4→v6.

Known issue

• The VS Code Marketplace publish step in this release's CI run failed with "Access Denied: The Personal Access Token used has expired." This is a credential/infra issue (the VSCODE_MARKETPLACE_TOKEN repo secret needs to be rotated), unrelated to the code changes in this release. PyPI and the Docker image (ghcr.io/navig-me/telert:0.2.9 / :latest) published successfully.
