A substantial RouterOS 7 release: new/updated getters, configuration-management hardening, and a required librouteros floor bump.

Configuration management

• Read get_config over the binary API on RouterOS 7 (#148), and make compare_config work on RouterOS older than ~7.13 by routing through get_config (#152).
• Harden commit_config: dry-run the candidate before applying (RouterOS 7.16+), cancel an armed auto-revert when an apply fails, and give an actionable error when device-mode has the scheduler disabled (#149).
• Require librouteros >= 4.2.2 (#158), which carries the /file/add fix commit_config needs to apply a candidate on RouterOS older than ~7.13.

RouterOS 7 getter support

• Support the RouterOS 7 BGP API in get_bgp_neighbors / get_bgp_neighbors_detail (#146).
• Fix get_network_instances on RouterOS 7 (/ip/route/vrf -> /ip/vrf) (#153).

Fixes

• Close the SSH client used by get_config and guard close() against a partially-open driver (#147).
• is_alive now probes the connection instead of hardcoding True (#151).
• Skip the None NTP server when secondary-ntp is unset (#150).
• Fix get_environment KeyError when health monitoring is off (#154).
• Fix NAPALM 5 compatibility and packaging dependency (#157).
