Features

• hooks: a hook that no node has room for still waits until its timeout,
  but Nops logs a WARN with the cause, and the timeout's error names the
  resource that ran out, like no room on 1 node (memory)
  (placement,
  #262).

Fixes

• web: /healthz answers ok without the version, so a request without a
  token no longer learns which version runs. The dashboard's footer,
  nops_build_info on /metrics and -version still show it
  (#263).

Other changes

• Tested against Nomad 2.1.1 and 2.0.7, the latest patch of the two most
  recent Nomad minor releases. Support for a Nomad minor release ends only
  in a minor release of Nops
  (Nomad compatibility,
  #260,
  #269).
• hooks: a hook whose failures are often transient, like an image pull,
  may keep a few restarts within its timeout, as the pre-pull on every node
  now does (rules for hook authors,
  pre-pull on every node,
  #265).
• The image's base, distroless/static-debian13, moves to a newer digest
  (#255).
