Third public preview of the aca CLI for Azure Container Apps Sandboxes and Azure Container Apps Express Apps.

Run aca --version after installation to confirm 1.0.0-preview.3.

What's new since 1.0.0-preview.2

• Added image-first aca sandbox deploy for public OCI images, including asynchronous image import, dedicated Sandbox Group creation, exact-ID replacement, optional --disk-id recovery, and post-start port configuration.
• Improved ACA Express source-build security by validating managed-identity and ACR ownership before reuse or cleanup, using fail-closed checks when ownership or remaining app references cannot be proven.
• Improved recovery and cleanup for partially removed CLI-owned ACA Express pull identities.
