Release v0.102.3101.0

- Improved handling of stalled thumbnail renderers, isolated concurrent SVG requests, and preserved supported SVG formatting and UTF-8 STL names, in #49950.

- Updated telemetry to version 2.0.5 and restored optional diagnostic event reporting from native and managed components, without changing diagnostic-data preferences, in #51896 and #51940.
