Highlights
- Settings: Restored the General page after a WinUI style mismatch prevented it from loading.
- Quick Accent: Prevented stale or blank first frames by revealing the accent bar only after its composition update completes.

- Prevented stale or blank Quick Accent frames by keeping the accent bar invisibly rendered until its composition update is ready in #49655

- Made PowerToys modules resolve their install folder from the running executable first, while retaining registry lookup for external packaged callers in #48905

- Added winappcli UI test coverage for Image Resizer, Peek, File Explorer add-ons, and File Locksmith, with shared automation helpers and Windows 11 context-menu CI support in #49671
