Yet another attempt to fix the missing vc-runtimes on upgrading fresh machines.
This version also documents and reintroduces ALLOW_CONFIGURATION which can be set to 0 to disable configuration managament in the installer msiexec /i <msi file> ALLOW_CONFIGURATION=0
