Added

• Added common.baggage to mirrord-up.yaml, which sets the baggage option
  for every service.
• Added exclude_tables to the MySQL and MariaDB database branch copy config
  to leave tables out of the copy by name or pattern.
• Split queue entries without a filter now use the filter set on the target's
  MirrordSplitConfig.

Fixed

• Clear error for multi_cluster: false and label targets on a management-only
  multi-cluster Primary.
• The configuration schema accepts a Redis branch in feature.db_branches
  without location, which defaults to remote.
