• Added a new mirrord config agent.priority_class field for specifying a priority class name
  for targetless agent pods.

• Added a new mirrord dump -p <PORT> -t <TARGET> command. The command allows for getting dump
  of target's incoming traffic.

• Changed container.override_host_ip config to use Docker's internal address by
  default when running mirrord container docker (also changes
  external_proxy.host_ip to 0.0.0.0).
