Portway 0.10.3 fixes various security and stability findings.

Fix: Instances with Redis caching report Redis as healthy when Redis is available (#67).
Fix: An unavailable Redis no longer takes instances out of the load balancer when the memory cache fallback is enabled.
Fix: The health details display the Redis response time.
Fix: A request to a SQL endpoint in specific cases could return the cached rows of a different query (#83).
Security: Redis secrets no longer appear in the log.
Security: Update various packages and dependencies.
