This patch release fixes local_import for directories that hold a TORCH extraction result. aether no longer imports the TORCH consent files (*_consent.ndjson, *_consent.ndjson.zst), so the next steps process only the extracted FHIR data. The release also updates the Go toolchain to v1.27.2 and pulls in dependency updates.

Before,dimp,validation,flatteningandsendprocessed these files as extraction data. If a directory holds only consent files, the import fails with "no FHIR NDJSON files found".
