Copyright mediago-community。 - 本地化开始菜单和桌面快捷方式的描述；升级时更新已有快捷方式描述，并保留目标、启动参数、图标等属性，不重建用户已删除的快捷方式。
- Windows 程序列表中的名称不再重复包含版本号，版本仍显示在独立字段中。
相关修复：PR #743、Issue #742。这些改动需要安装或升级到本次新安装包后生效。

Localized installer titles retain the product name and version, with updated copyright footer text.

Localized shortcut descriptions are refreshed during upgrades while preserving shortcut properties; intentionally removed shortcuts stay removed.

Windows' installed-app Name field no longer repeats the version shown in its separate field.

Build pipeline: macOS notarization and ticket validation now use bounded retries for network failures, with all signing and security checks retained (PR #750).
