This is mostly a bug fix release, addressing several zbar issues. Besides several fixes since version 0.23.93:
- zbar now uses meson;
- ci was improved to allow unit tests on MacOS and Windows;
- Windows artifact now generate statically linked files;
- documentation updates.
- other minor changes to cleanup it a little bit after meson migration.
