- Changed undecryptable message resends to only bridge as edits and never as new messages, to avoid races if the message was deleted before the resend.
- Changed login to wait for OTKs to be successfully uploaded, as the login will fail if the bridge is stopped before that point.
- Changed chat info syncing to not bridge mute status if app state sync is failing.
- Changed power levels to allow poll votes in read-only groups even if the room is encrypted.
