Fixes

Repair SSH access without deleting the client (#537). A client whose backups fail with Permission denied (publickey) can be repaired from the Install tab: a new SSH key is issued and the client's user and authorized_keys are rebuilt on the server. Plans, repositories and the catalogue stay. Restart the agent afterwards and it fetches the new key. Also available to the app as POST /api/v1/clients/{id}/reprovision-ssh.
Replace key button did nothing on an offline client (#537).
Docker: plan plugins broken by the 2.98.5 to 2.98.7 migration replay are repaired (#535).
Folder browser no longer cuts off large directory listings (#536), and loads the rest of a partly listed folder when it is expanded.

bbs-ssh-helper accepts only a single-line public key when writing authorized_keys, and will not move a client's user onto another client's folder.

No agent update in this release.
