Added some debugging for #239
- Added extra debugging for #239
- Do not set as disabled for shop vehicle (should make it less confusing in shop when vehicles are not configured)
- Remove "last shop vehicle" as no longer used for anything (should stop error from #274)
Not tested in 1.5 other than quickly loading the game, buying a few trailers and loading some pallets..
