Keep the browser tests on a config with no password
The browser test config has first_run_complete = 1, no password and no
config_version. The config version 23 step from 64ffbd1c now generates a
password for that config, so every page opened on the login page and the
Playwright tests timed out.
The test config sets allow_public_no_password = 1, the documented opt-out.
The test server binds to 127.0.0.1 only.
