Group tzlocal with platformdirs in Dependabot for one run
Dependabot still ignores tzlocal because of a 2022 @dependabot ignore comment on #1582. The pip job log lists > 2.1 - from @dependabot ignore command. The unignore command only works on grouped PRs, so this group makes Dependabot open one. Comment @dependabot unignore tzlocal on that PR, then revert this commit.
