Consolidated issue number processing and exception handling. Fixes non-standard issue numbering problems.
- Added a configurable issue exception list that will be auto-populated if unhandled patterns are identified from CV issue data
- New helper function to covert Issue Numbers to IntIssue (for sorting, matching), and the pretty print version (for file naming)
- Assorted tweaks to account for special cases in file parsing (issue ranges, non-#1 One-Shots, etc.)
